Antique Louis MARX & Co. BUCK ROGERS Rocket Police Patrol Wind-Up Toy WORKS 1927. The rust you see, in my opinion is on the surface. A soak in Oxalic acid will bring the underlaying paint to the surface. The wind-up mechanism fully works when you hold the rocket in the air, but when I set in on a surface it doesn't have to roll.
